Let's begin with the figure repeated throughout today's conference. Household grid charges have increased again. Dr. Vogt, your coalition promised lower system costs. Has that promise failed?
12:04:11 - 12:04:37
VOGT
No. Since 2024 we have reduced the relevant grid-cost component by approximately twelve percent. That is documented. What consumers currently perceive on the bill is driven primarily by other components, including levies and regional distribution costs.

HALM
I think we need to be precise about the denominator. The twelve percent refers to a specific transmission-cost component. It is not the national household average. On an aggregated basis the reduction is closer to three percent, and part of that reduction reflects a temporary federal subsidy.

VOGT
But this is exactly what happens every time progress is presented. The reference frame is changed until the progress disappears.

MODERATOR
Dr. Vogt, let him finish. We have two different reference groups on the table and I want both clearly separated.
12:05:37 - 12:06:01
HALM
My point is not that nothing improved. My point is that resilience investment, security of supply and short-term retail price stability are being communicated as if they were one outcome. Economically they are not.
12:06:01 - 12:06:34
KARIM
From an industrial perspective that distinction is correct but incomplete. A manufacturing board does not experience these categories separately. We experience one electricity invoice, one reliability risk and one investment decision.
12:06:34 - 12:07:03
VOGT
Exactly. Tell a production worker in Ingolstadt that security of supply is a theoretical long-term benefit while their employer is deciding where the next line will be built.
